1. The Department of Education - Cordillera Administrative Region (DepEd- CAR), through the 2022 General Appropriation Act with Sub-ARO number: OSEC-CAR-23-5891 intends to apply the sum of Twenty Three Million Five Hundred Fifty-Seven Thousand Five Hundred Twenty Two Pesos (P 23,557,522.00) Only being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply and Delivery of Supplementary Learning Resources (SLRs) to the 11 School Library Hubs in the Cordillera Administrative Region (CAR) with 3 Lots. The ABC for each of the lots are as follows:
a. Lot 1: Five Million Three Hundred Fifty Four Thousand Forty One Pesos (P 5,354,041.00) Only with identification number: DepEd-CAR RO CB-2023-11-016 – Lot 1
b. Lot 2: Nine Million Six Hundred Eight Thousand Five Hundred Fifty Eight Pesos (P 9,608,558.00) Only with identification number: DepEd-CAR RO CB-2023-11-016 – Lot 2
c. Lot 3: Eight Million Five Hundred Ninety Four Thousand Nine Hundred Twenty Three Pesos (P 8,594,923.00) Only with identification number: DepEd-CAR RO CB-2023-11-016 – Lot 3
Interested bidders may submit bid/s for one or more lots. Bids received in excess of the ABC per lot shall be rejected at bid opening.

2. The DepEd- CAR through the Bids and Awards Committee (BAC) now invites bids for the above Procurement Project. Delivery of the goods is required within Sixty (60) calendar days from the receipt of the Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4. Prospective Bidders may obtain further information from DepEd-CAR Regional Office and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 AM during working days.

5. A complete set of Bidding Documents may be acquired by interested bidders starting on November 21, 2023 (if physically, during office hours only) from the BAC Secretariat and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest guidelines issued by the GPPB, with the following amount:
a. Lot 1: Five Thousand Three Hundred Pesos (P 5,300.00) Only.
b. Lot 2: Nine Thousand Six Hundred Pesos (P 9,600.00) Only.
c. Lot 3: Eight Thousand Five Hundred Pesos (P 8,500.00) Only.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The DepEd-CAR Regional Office will hold a Pre-Bid Conference on November 28, 2023 (Tuesday) at 8:45 AM at the OARD, DepEd-CAR RO, Wangal, La Trinidad, Benguet, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat at the Office of the Assistant Regional Director of the DepEd-CAR RO, address below, on or before 8:30 AM of December 12, 2023 (Tuesday). Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Bid opening shall be on December 12, 2023 (Tuesday) at 8:31 AM at the OARD, DepEd- CAR, Wangal, La Trinidad, Benguet. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. The DepEd-CAR reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
