1. The Department of Education- Cordillera Administrative Region
(DepEd- CAR), through the FY 2021 General Appropriations Act (FY
2021 GAA) intends to apply the sum of:
a) Four Million fifty nine thousand six hundred fifty one pesos and
35/10 (Php 4,059,651.35) only for LOT 1 with Identification Number
CB 2021-016 – LOT 1;
b) Eleven Million One Hundred Eighty Eight Thousand One Hundred
Twenty Three pesos and 89/100 (Php 11,188,123.89) only for LOT
2 with Identification Number CB 2021-016 – LOT 2;
c) Six Million Three Hundred Ninety Nine Thousand One Hundred
Eleven Pesos and 45/100 (Php6,399,111.45) only for LOT 3 with
Identification Number CB 2021-016-LOT 3; and,
d) Six Million Four Hundred Ninety Five Thousand Four Hundred Forty
Two Pesos and 16/100 (Php6,495,442.16) only for LOT 4 with
Identification Number CB 2021-016-LOT 4
being the Approved Budget for the Contract (ABC) to payments under
the contract for each lot. Bids received in excess of the ABC for each
lot shall be automatically rejected at bid opening.
2. The DepEd- CAR through the Bids and Awards Committee (BAC) now
invites bids for the above Procurement Project. Delivery of the Goods
is required by not more than 45 calendar days after receipt of the Notice
to Proceed. Bidders should have completed, within five years from
the date of submission and receipt of bids, a contract similar to the
Project. The description of an eligible bidder is contained in the Bidding
Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding
procedures using a non-discretionary “pass/fail” criterion as specified
in the 2016 revised Implementing Rules and Regulations (IRR) of
Republic Act (RA) No. 9184.
a. Bidding is restricted to Filipino citizens/sole proprietorships,
partnerships, or organizations with at least sixty percent (60%)
interest or outstanding capital stock belonging to citizens of the
Philippines, and to citizens or organizations of a country the laws or
regulations of which grant similar rights or privileges to Filipino
citizens, pursuant to RA No. 5183. 
4. Prospective Bidders may obtain further information from DepEd-CAR
Regional Office and inspect the Bidding Documents at the address
given below from 8am to 5pm during working days.
5. A complete set of Bidding Documents may be acquired by
interested bidders starting July 7, 2021 (office hours only) from
the BAC Secretariat and upon payment of the applicable fee for the
Bidding Documents, pursuant to the latest guidelines issued by the
GPPB, in the amount of Four Thousand Pesos (Php 4,000) only
for LOT 1, Ten Thousand Pesos (Php 10,000) only for LOT 2, Five
Thousand Five Hundred Pesos (Php 5,500) only for LOT 3 and Five
Thousand Five Hundred pesos (Php5,500) only for LOT 4.
It may also be downloaded free of charge from the website of the
Philippine Government Electronic Procurement System (PhilGEPS)
and the website of the Procuring Entity, provided that bidders shall
pay the applicable fee for the Bidding Documents not later than the
submission of their bids.
6. The DepEd-CAR Regional Office will hold a Pre-Bid Conference on
July 14, 2021 (Wednesday) at _2pm_ at the DepEd-CAR RO,
Wangal, La Trinidad, Benguet, which shall be open to prospective
bidders.
7. Bids must be duly received by the BAC Secretariat at the
Administrative Division of the DepEd-CAR RO, address below, on or
before 2pm of July 26, 2021. Late bids shall not be accepted.
8. All Bids must be accompanied by a bid security in any of the acceptable
forms and in the amount stated in ITB Clause 14.
9. Bid opening shall be on July 26, 2021 (Monday) at 2:01pm at the
DepEd- CAR, Wangal, La Trinidad, Benguet. Bids will be opened in
the presence of the bidders’ representatives who choose to attend the
activity.
10. Bidders may bid for one or more than one (1) lot.
11. The DepEd- CAR reserves the right to reject any and all bids, declare a
failure of bidding, or not award the contract at any time prior to
contract award in accordance with Sections 35.6 and 41 of the 2016
revised IRR of RA No. 9184, without thereby incurring any liability to
the affected bidder or bidders.
