1. The Department of Education – Cordillera Administrative Region (DepED-CAR), through
the FY 2020 General Appropriations Act, intends to apply the sum of ONE MILLION
FOUR HUNDRED THOUSAND PESOS (P1,400,000.00) ONLY being the Approved
Budget for the Contract (ABC) to payments under the contract for the PROCUREMENT
OF SECURITY SERVICES FOR THE DEPED-CAR REGIONAL OFFICE. Bids
received in excess of the ABC shall be automatically rejected at bid opening.
2. The DepED-CAR Regional Office now invites bids for security services to wit:
Approved Budget: P 1,400,000.00
Description: 6 Security Guards (male or female)
Contract Duration: 12 months - January 1, 2020 to December 31, 2020
3. Bidders should have completed, within five (5) years from the date of submission and
receipt of bids, a contract similar to the Project to be bid and whose value, adjusted to
current prices using the NSO consumer price indices, must be at least fifty percent (50%) of
the ABC. The description of an eligible bidder is contained in the Bidding Documents.
4. Bidding will be conducted through open competitive bidding procedures using a nondiscretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and
Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government
Procurement Reform Act”.
5. A complete set of Bidding Documents may be acquired by interested Bidders from the
Administrative Division, DepED-CAR Regional Office located at Wangal, La Trinidad,
Benguet starting December 12, 2019 and upon payment in cash of a non-refundable fee in
the amount of Php 1,400.00 to the DepED-CAR RO cashier. Only bidders who purchased
the bidding documents will be allowed to submit bids.
6. It may also be downloaded free of charge from the website of the Philippine Government
Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity,
provided that Bidders shall pay the applicable fee for the Bidding Documents not later than
the submission of their bids.
7. Prospective bidders are strongly encouraged to order or download the electronic copy of the
Bidding Documents from the PhilGEPS website: www.philgeps.net, for them to be
included in the Document Request List of the project.
8. Bids must be duly received by the BAC Secretariat at the address stated below on or
before the stated date and time. All Bids must be accompanied by a bid security in any of
the acceptable forms and in the amount prescribed. Late bids shall not be accepted.
Bids will be opened in the presence of the bidders’ representatives who choose to attend
the opening of bids at the address, date and time stated herein.
9. Interested bidders may obtain further information and inspect the Bidding Documents at
DepED CAR Regional Office, Wangal, La Trinidad, Benguet during office hours
(8:00AM to 5:00PM).
10. The schedule and venue of the procurement activities are as follows:
Issuance of bid documents: December 12, 2019 to December 31, 2019 Administrative Division,
DepED-CAR Regional Office, Wangal, La Trinidad, Benguet
Pre-bid Conference open to prospective bidders: December 19, 2019 at 10 am
SNC Hall, DepED-CAR Regional Office, Wangal, La Trinidad, Benguet
Submission and Opening of Bids:Deadline for the

11. The DepED-CAR RO reserves the right to reject any and all bids, declare a failure of
bidding, or not award the contract at any time prior to contract award, without thereby
incurring any liability to the affected bidder or bidders.
