1. The Department of Education – Cordillera Administrative Region Regional
Office (DepEd-CAR RO), through the 2020 General Appropriations Act intends
to apply the sum of:
a. Thirteen Million Six Hundred Thirty Six Thousand Six Hundred Sixty
One Pesos (Php13,636,661.00) only for LOT 2 with identification number CB
2021-013-Lot 2;
b. Twelve Million Fifty Five Thousand One Hundred Eighty Four Pesos
(Php12,055,184.00) only for LOT 3 with identification number CB 2021-013-
Lot 3;
being the Approved Budget for the Contract (ABC) to payments under the
contract for each lot. Bids received in excess of the ABC for each lot shall
be automatically rejected at bid opening.
2. The DepEd-CAR RO now invites bids for the above Procurement Project.
Completion of the Works/Contract Duration and other details are as follows:
LOT NO. 2 Tublay Central School,Tublay, Benguet, Php 13,636,661.00 160 Cds
LOT NO. 3 Tambuan Elementary School, Besao, Mt. Province, Php 12,055,184.00 160 Cds
Bidders should have completed a contract similar to the Project. The
description of an eligible bidder is contained in the Bidding Documents,
particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using
non-discretionary “pass/fail” criterion as specified in the 2016 revised
Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
4. Interested bidders may obtain further information from DepED-CAR Regional
Office and inspect the Bidding Documents at the address given below from
8:00am to 5:00pm, Mondays to Fridays.
5. A complete set of Bidding Documents may be acquired by interested bidders
starting April 30, 2021 from the given address and website/s below and upon
payment of the applicable fee for the Bidding Documents, pursuant to the
latest Guidelines issued by the GPPB, in the amount of Php 13,000.00 for
Lot 2 and, Php12,000.00 for Lot 3. The Procuring Entity shall allow the
bidder to present its proof of payment for the fees in person, by facsimile, or
through electronic means.
6. The DepEd-CAR Regional Office will hold a Pre-Bid Conference on June 2,
2021 at 1pm at the covered court, DepED-CAR Regional office, Wangal,
La Trinidad, Benguet, which shall be open to prospective bidders.
7. Bids must be duly received by the BAC Secretariat through manual
submission at the office address as indicated below, on or before 1pm of
June 14, 2021. Late bids shall not be accepted.
8. All bids must be accompanied by a bid security in any of the acceptable forms
and in the amount stated in ITB Clause 16.
9. Bid opening shall be on June 14, 2021 (Monday) at 1:01pm at the SNC
Hall, DepED-CAR RO, Wangal, La Trinidad, Benguet. Bids will be opened
in the presence of the bidders' representatives who choose to attend the
activity.
10. Bidders may bid for more than one (1) lot provided that the total value of lots
to be awarded shall be within its Allowable Range of Contract Cost (ARCC) and
its experience.
11. The DepED-CAR Regional Office reserves the right to reject any and all bids,
declare a failure of bidding, or not award the contract at any time prior to
contract award in accordance with Sections 35.6 and 41 of the 2016 revised
Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby
incurring any liability to the affected bidder or bidders.
