1. The Department of Education - Cordillera Administrative Region (DepEd- CAR), through the FY 2022 General Appropriations Act (FY 2022 GAA) with SARO Number: OSEC-CAR-22-2615 intends to apply the sum One Million Pesos (P 1,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply, Delivery, and Installation of Three (3) Lots of Office Data Center Equipment, Upgrade of Existing CCTV Security System and ICT Equipment for the DepED-CAR Regional. The ABC for each of the lots
are as follows:
a. LOT 1: Five Hundred Fifty-Five Thousand (P 555,000.00) Only with identification number 2022-11-012 - Lot 1
b. LOT 2: One Hundred Sixty-Six Thousand (P 166,000.00) Only with identification number 2022-11-012 - Lot 2
c. LOT 3: Two Hundred Seventy-Nine Thousand Pesos (P 279,000.00) Only with identification number 2022-11-012 - Lot 3
Bids received in excess of the ABC per lot shall be rejected at bid opening.

2. The DepEd- CAR through the Bids and Awards Committee (BAC) now invites bids for the above Procurement Project. Contract duration is not more than forty five (45) calendar days after receipt of the
Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of
Republic Act (RA) No. 9184.
a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino
citizens, pursuant to RA No. 5183.

4. Prospective Bidders may obtain further information from DepEd-CAR Regional Office and inspect the Bidding Documents at the address given below from 9:00 am to 4:00 pm during working days.

5. A complete set of Bidding Documents may be acquired by interested bidders starting November 17, 2022 (office hours only) from the BAC Secretariat and upon payment of the applicable fee for
the Bidding Documents, pursuant to the latest guidelines issued by the
GPPB, in the amount of:
a. Lot 1: Five Hundred Pesos (P 500.00) Only
b. Lot 2: Five Hundred Pesos (P 500.00) Only
c. Lot 3: Five Hundred Pesos (P 500.00) Only
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The DepEd-CAR Regional Office will hold a Face-to-Face Pre-Bid Conference on November 25, 2022 (Friday) at 9:00 AM at the OARD, DepEd-CAR RO, Wangal, La Trinidad, Benguet, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat at the Procurement Unit of the DepEd-CAR RO, address below, on or before 9:00 AM of December 7, 2022 (Wednesday). Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Bid opening shall be on December 7, 2022 (Wednesday) at 9:01 AM at the OARD, DepEd- CAR, Wangal, La Trinidad, Benguet. Bids will be opened in the presence of the bidders’ representatives who choose
to attend the activity.

10. The DepEd-CAR reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016
revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
