1.The Department of Education- Cordillera Administrative Region (DepEd- CAR), through the FY 2022 GAA Fund with Sub-ARO No. OSEC-CAR-23-4578 (provision of procurement of 75% Allocation of School Furniture for Regular Suppliers) intends to apply the sum One Hundred Forty Seven Million Eight Hundred Eighty Nine Thousand Nine Hundred Pesos (P147,889,900.00) Only being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply, Door-to-Door Delivery, and Assembly of School Furniture to Various Schools in Cordillera Administrative Region (CAR) under CY 2022 BEFF School Furniture Program. The ABC for each of the lots are as follows:

a.Lot 1: Nineteen Million Two Hundred Twenty-Nine Thousand Six Hundred Pesos (P19,229,600.00) Only with identification number: DepED-CAR RO - CB 2023-09-005 – Lot 1

b.Lot 2: Twenty-Three Million Thirteen Thousand Pesos (P23,013,000.00) Only with identification number: DepED-CAR RO - CB 2023-09-005 – Lot 2

c.Lot 3: Sixteen Million Two Hundred Thirty-Eight Thousand Four Hundred Pesos (P16,238,400.00) Only with identification number: DepED-CAR RO - CB 2023-09-005 – Lot 3

d.Lot 4: Twenty Million Nine Hundred Eighteen Thousand Five Hundred Pesos (P20,918,500.00) Only with identification number: DepED-CAR RO - CB 2023-09-005 – Lot 4

e.Lot 5: Eleven Million Four Thousand Eight Hundred Pesos (P11,004,800.00) Only with identification number: DepED-CAR RO - CB 2023-09-005 – Lot 5

f.Lot 6: Thirteen Million Three Hundred Twenty One Thousand Six Hundred Pesos (P13,321,600.00) Only with identification number: DepED-CAR RO - CB 2023-09-005 – Lot 6

g.Lot 7: Nine Million Seven Hundred One Thousand Six Hundred Pesos (P9,701,600.00) Only with identification number: DepED-CAR RO - CB 2023-09-005 – Lot 7

h.Lot 8: Thirty-Four Million Four Hundred Sixty-Two Thousand Four Hundred (P34,462,400.00) Only with identification number: DepED-CAR RO - CB 2023-09-005 – Lot 8

Bids received in excess of the ABC per lot shall be automatically rejected at bid opening.

2.The DepEd- CAR through the Bids and Awards Committee (BAC) now invites bids for the above Procurement Project. Delivery of the Goods is required within one hundred twenty (120) calendar days after receipt of the Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3.Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
a.Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4.Prospective Bidders may obtain further information from DepEd-CAR Regional Office and inspect the Bidding Documents at the address given below from 8:00am to 5:00pm during working days.

5.A complete set of Bidding Documents may be acquired by interested bidders starting September 4, 2023 (from 8:00AM - 5:00PM) from the BAC Secretariat and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest guidelines issued by the GPPB, in the amount of:

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6.The DepEd-CAR Regional Office will hold a Pre-Bidding Conference on September 12, 2023 (Tuesday) at 9:00AM at the OARD, DepEd-CAR RO, Wangal, La Trinidad, Benguet, which shall be open to prospective bidders.

7.Bids must be duly received by the BAC Secretariat (Procurement Unit) of the DepEd-CAR RO, address below, on or before 9:00 AM of September 27, 2023 (Wednesday). Late bids shall not be accepted.

8.All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9.Bid opening shall be on September 27, 2023 (Wednesday) at 9:01 AM at the OARD, DepEd- CAR, Wangal, La Trinidad, Benguet. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10.The DepEd-CAR reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
